When are HIPS not necessary?
The majority of properties sold from now on will need a Home Information Pack. However, there are always exceptions to the rule:
If a property is owned by local authority or a housing association and is being sold, but not being put on the market, perhaps to a speculative buyer, or the next name on a list, then a HIP may not be necessary.
Another case where a HIP will not be required is if a property is being sold but it is not being offered on the open market because the deal has been done via a private arrangement between buyer and seller. For example; a sale to a family member or a tenant.
Also, if your property has been up for sale for some time now and you putting it on the market preceded the Home Information Packs being made compulsory for your category of home you are also exempt, as long as the property remains on the market.
